    What is the Government-Trustee Bargaining Committee?

    The Government-Trustee Bargaining Committee is comprised of representatives from both the Government of Saskatchewan and the Saskatchewan School Boards Association. The committee is responsible for representing the interests of both the publicly funded school system and the employer in bargaining negotiations with the Saskatchewan Teachers’ Federation. The Government-Trustee Bargaining Committee has successfully negotiated provincial collective agreements for teachers in Saskatchewan for over 30 years.

    What is the current status of negotiations with the Saskatchewan Teachers’ Federation?

    The Government-Trustee Bargaining Committee (GTBC) has engaged in bargaining with the Saskatchewan Teachers’ Federation to reach an agreement for approximately 12,000 teachers in Saskatchewan.  The current Provincial Collective Bargaining Agreement with Saskatchewan’s teachers expired on August 31, 2010. Saskatchewan teachers and the Government-Trustee Bargaining Committee have not reached an agreement after 21 days of collective bargaining or during the conciliation process.

    On April 13, the Saskatchewan Teachers’ Federation held a sanctions vote for its members. The results of this vote were announced on April 25, with members voting in favour of job action. The Government-Trustee Bargaining Committee issued a news release noting its disappointment.

    How does the Government-Trustee Bargaining Committee determine what is a fair, reasonable and competitive offer of compensation?

    When determining offers of compensation, the Government-Trustee Bargaining Committee does a thorough analysis of compensation packages for teachers from all other provinces as well as at supply and demand pressures. Our goal is to conclude a new collective agreement that is fair, reasonable and competitive for our teachers and contributes to maintaining a strong education system in Saskatchewan.

    What items are negotiated between the Government-Trustee Bargaining Committee and the Saskatchewan Teachers’ Federation at the provincial level? What items are negotiated at the local level by individual boards of education?

    Items negotiated at the provincial level:

    • Salaries of teachers
    • Allowances of principals and vice-principals
    • Sick leave
    • Superannuation of teachers
    • Duration of the provincial agreement
    • Group life insurance for teachers
    • Criteria for employees being designated out-of-scope
    • Any other matter ancillary or incidental to the above

    Items negotiated at the local level by individual school boards:

    • Sabbatical leave for teachers
    • Educational leave for teachers
    • Salaries for substitute teachers
    • Pay periods for teachers
    • Special allowances for teachers
    • Duration of the local agreement
    • Any other matter ancillary or incidental to the above
